Short answer: almost never. If your dumpster sits on your own driveway or property, there's no permit and nothing to file. You only need one when the dumpster has to go in the street, and even in downtown Charleston that's rare.

When You Do Need a Dumpster Permit in Charleston

The one time it comes up is when the dumpster has to sit in the street or the public right-of-way inside the City of Charleston. Then the city wants a short-term street permit. It's a small fee, and the city issues it to the property owner or renter, so it's something you pull, not us. In practice this almost never happens.
